CS-6/CQS: EXTERNAL FINANCIAL AUDIT SERVICES (AUDITOR)

OF ANNUAL PROJECT FINANCIAL STATEMENT (APFS) FOR “SECOND HEALTH CARE IN THE CENTRAL HIGHLANDS” PROJECT

Period: FY 2018-2019

The Socialist Republic of Vietnam is implementing the “Second Health Care in the Central Highlands” Project (HICH2) in 5-year period, which is funded by the Asian Development Bank (ADB). HICH2 Project focuses on 5 provinces in the Central Highlands region, including Dak Lak, Dak Nong, Gia Lai, Kon Tum and Lam Dong. The overall objectives are to support the development of the health system in the Central Highland to meet the increasing needs for health services of the people, especially the poor, ethnic minorities and other marginalized groups, looking forward to achieving Millennium Development Goals (MDGs) 4 and 5. 

The Central Project Management Unit (CPMU) of the Second Health Care in the Central Highlands, the Ministry of Health is seeking a suitable qualified external financial audit services (auditor) of annual project financial statement (APFS) for FY 2018-2019. The objectives of the audit of the project financial statements and operations are to enable the auditor to express independent opinions on: (i) financial statements: whether the project financial statements present fairly, in all material respects, or give a true and fair view of the project’s financial position, its financial performance and cash flows in accordance with the relevant accounting and reporting framework applicable for the project; and  (ii) use of loan proceeds: whether loan proceeds were used only for the purposes of the project. Also, the purpose of the audit is to enable the auditor to provide reasonable assurance opinion over certain specific representations made in the Statement of Compliance.

Place of work: The office in Hanoi of the Second Health Care in the Central Highlands Project and the project provinces.

Engagement period: 05 months.

Qualification requirements:

The CPMU of Second Health Care in the Central Highlands Project now invites eligible audit firms to indicate their interest in providing the services. Interested audit firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the services.

How to apply:

The interested audit firms need to submit an Expressions of Interest (EOI) in both English and Vietnamese versions (01 original and 05 copies) including information on expertise and experiences of the audit firms and curriculum vitae of proposed staffs. Standard sample for Expressions of Interest and TOR will be delivered at the following address of the Project. EOI must be submitted no later than 12:00 AM, 26 November 2018 for application through CMS, and no later than 10:00 AM, 27 November 2018 for application submitted to the CPMU of the Second Health Care in the Central Highlands Project, at the following address:

1.             The Socialist Republic of Vietnam has received a Loan from the Asian Development Bank (ADB) toward the cost of the Second Health Care in the Central Highlands Project, and it intends to apply part of the proceeds of this Loan to payments under the contract for Procurement of Vehicles. Bidding is open to Bidders from eligible source countries of ADB.

 

2.             The Second Health Care in the Central Highlands Project now invites sealed Bids from eligible Bidders for the supply of Vehicles including:

 

·         Lot 1: Ambulances (22 units)

·         Lot 2: Pick-up (Epidemic prevention vehicles) (04 units)

 

These Goods shall be supplied to Health facilities of 5 Project Provinces: Dak Lak, Dak Nong, Gia Lai, Lam Dong. 

 

3.             International competitive bidding will be conducted in accordance with ADB’s Single –Stage: One- Envelope procedure and is open to all Bidders from eligible source countries as described in the Bidding Document.

 

4.             Interested eligible Bidders may obtain further information from the Second Health Care in the Central Highlands Project CPMU and inspect the Bidding Document at the address given below, from 9:00am to 4:30pm (Monday-Friday).

 

5.             To purchase the Bidding Documents in English, eligible Bidders should:

 

·         write to the address below requesting the Bidding Documents for procurement of Vehicles (E3 package).

·         pay a nonrefundable fee of USD 100.00 for Bidding Document by cheque or remittance transfer to the following Project account.

 

The document will be sent by courier only upon receiving payment of USD 150.00 (USD 100.00 for Bidding Document and USD 50.00 for courier fee). No liability will be accepted for loss or late delivery.

7.             The Second Health Care in the Central Highlands Project will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.

 

8.             In the comparison of Bids, ADB’s Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.

In the afternoon of 09 May 2016, CPMU of HICH2 had a meeting with Mr. Gerard Servais - Senior Health Specialist and Ms. Ye Xu, Young Professional from ADB Human and Social Development Division. Dr. Ha Van Thuy – Project Director and MA. Nguyen Thi Mai An – Project Deputy Director hosted the meeting. The meeting focused on reviewing project progress and discussing some issues related to planning and training, IEC, quality assurance, civil works, procurement and finance – disbursement.
