FOR CONDUCTING SELECTED RESEARCH

 

The Socialist Republic of Vietnam is implementing the “Second Health Care in the Central Highlands” Project (HICH2) in 5-year period, which is funded by the Asian Development Bank (ADB). HICH2 Project focuses on 5 provinces in the Central Highlands region, including Dak Lak, Dak Nong, Gia Lai, Kon Tum and Lam Dong. The overal objectives are to support the development of the health system in the Central Highland to meet the increasing needs for health services of the people, especially the poor, ethnic minorities and other marginalized groups, looking forward to achieving Millennium Development Goals (MDGs) 4 and 5. 

With the above-mentioned objectives, the Project will improve service quality to increase access to and use of health services at the population level through: (i) improving facilities by building new, upgrade some CHSs, ICPs and district hospitals including WWTPs, (ii) providing medical equipment and HMIS for central levels, provincial, district, commune and village levels, (iii) health human resources development through long-term and short-term training courses in professional and managerial skills and (iv) service access support.

The Project includes 3 components:

Contract description:

Results of household survey showed that there was significant difference between the group of Kinh women and ethnic minority women about the rate of using maternal and child health (MCH) services during pregnancy and delivery. All 6 contents of MCH care were found a higher rate of using by Kinh women than by ethnic minority ones, especially two MDG 5 targets. These were important indicators contributing to reduction of maternal and neonatal mortality, thus the ethnic minority women should be received a priority intervention in the Central Highlands provinces in the near future.

According report from Administration of Medical Examination and Treatment, Ministry of Health (MOH) in 2011, the total value of medicine used in hospitals accounted for 59.5% of total hospital charges annually. The supply and use of inessential drugs which are not really necessary in hospitals is increasing. Expensive drugs, imported drugs, brand-name drug, inessential drug is often used with a high proportion especially in the central hospitals. This explains the cost of treatment is always high proportion of total health spending.

As such, the Project Central Management Unit of the Second Health Care in the Central Highlands (CPMU), Ministry of Health is seeking an independent consulting firm for conducting selected research to (i) Survey on utilization and providing health services including maternal and child health service among Kinh and ethnic women in the Central Highlands and (ii) Pharmaceutical Analyses including drug supply process and drug accessibility in public hospital in the Central Highlands.

Qualification requirements:

The CPMU of Second Health Care in the Central Highlands Project now invites eligible consulting firms to indicate their interest in providing the services. Interested consulting firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the services.

How to apply:

The interested consulting firms need to submit an Expressions of Interest (EOI) in both English and Vietnamese versions (01 original and 05 copies) including information on expertise and experiences of the consulting firms and curriculum vitae of proposed staffs. Standard sample for Expressions of Interest and TOR will be delivered at the following address of the Project from the advertising date. CS-6/CQS: EXTERNAL FINANCIAL AUDIT SERVICES (AUDITOR)

OF ANNUAL PROJECT FINANCIAL STATEMENT (APFS) FOR “SECOND HEALTH CARE IN THE CENTRAL HIGHLANDS” PROJECT

Period: 01/01/2017-31/12/2017

The Central Project Management Unit (CPMU) of the Second Health Care in the Central Highlands, the Ministry of Health is seeking a suitable qualified external financial audit services (auditor) of annual project financial statement (APFS) for period 01 Jan 2017 to 31 Dec 2017. The Management is responsible for preparing and fairly presenting the project financial statements, and for maintaining sufficient internal controls to ensure that the financial statements are free from material misstatement, whether due to fraud or error. In addition, the Management is responsible for ensuring that funds were used only for the purpose(s) of the project, for compliance with financial covenants (where applicable), and for ensuring that effective internal controls, including over the procurement process, are maintained.

Place of work: The office in Hanoi of the Second Health Care in the Central Highlands Project and the project provinces.

Engagement period: 02 months.

Interested audit firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the services.

HICH2 seeks to recruit 01 international civil works specialist to ensure implementation of civil works in the 05 provinces in the Central Highlands in accordance with regulations and guidelines of the Government of Vietnam and ADB. The consultant shall be responsible to Central Project Management Unit (CPMU) of HICH2 that is the executing agency for the consulting services. The consultant will be engaged in accordance with ADB’s Guidelines on the Use of Consultants and Viet Nam’s regulations.

1.             The Socialist Republic of Vietnam has received a Loan from the Asian Development Bank (ADB) toward the cost of the Second Health Care in the Central Highlands Project, and it intends to apply part of the proceeds of this Loan to payments under the contract for Procurement of Vehicles. Bidding is open to Bidders from eligible source countries of ADB.

 

2.             The Second Health Care in the Central Highlands Project now invites sealed Bids from eligible Bidders for the supply of Vehicles including:

 

·         Lot 1: Ambulances (22 units)

·         Lot 2: Pick-up (Epidemic prevention vehicles) (04 units)

 

These Goods shall be supplied to Health facilities of 5 Project Provinces: Dak Lak, Dak Nong, Gia Lai, Lam Dong. 

 

3.             International competitive bidding will be conducted in accordance with ADB’s Single –Stage: One- Envelope procedure and is open to all Bidders from eligible source countries as described in the Bidding Document.

 

4.             Interested eligible Bidders may obtain further information from the Second Health Care in the Central Highlands Project CPMU and inspect the Bidding Document at the address given below, from 9:00am to 4:30pm (Monday-Friday).

 

5.             To purchase the Bidding Documents in English, eligible Bidders should:
